Over the preceding two years the Greenfield Fire and Police Departments in conjunction with the Franklin Regional Council of Governments and interested Franklin County police and fire agencies have engaged in a process of public safety software review.  This process has led to publication of a Request For Proposals (RFP) seeking viable vendors for a true county-level software solution which meets the needs of all public safety disciplines.  Three software vendors entered the process, Tritech/Information Management Corporation (IMC), Spillman Technologies and En-Route Emergency Systems.  After exhaustive review of the proposals totaling more than 100 pages each by a group of seven end-users and networking/IT professionals, Spillman Technologies of Salt Lake City, Utah was the resounding choice as prevailing vendor.  Spillman exhibited an ability to not only meet to the greatest degree the established criteria but also exhibited the greatest level of responsiveness, flexibility and professionalism throughout the process.  Therefore, contract negotiations are in the works and we believe that we are close to a product which will enable all public safety entities in and around Franklin County to have available to them through a virtual infrastructure a true state-of-the-art comprehensive interoperable software solution at a cost that is shared and affordable to all county entities.

The Spillman®
software suite is truly sophisticated and comprehensive.  The integrated functionality between the Computer Aided Dispatch, Records Management and Mobile Data applications ensures for seamless and efficient interoperability between all participating entities and the Dispatch function.  The software will be installed on $70,000 worth of hardware purchased through a Western region Homeland Security grant awarded for interoperability and data sharing.  Connectivity will be accomplished remotely using Citrix clients in a secure, virtual environment available to all entities that have internet connectivity.  In configuring the infrastructure in such a manner, it creates a lesser burden on participating agencies to maintain expensive and hardware-intensive computer equipment and allows for the implementation of low cost computers.
